In melted butter, brown the floured meat, remove and set aside. Cook the onion and garlic until tender. Then add the meat, water, parsley, salt, pepper, and bay leaf. Cover and simmer for 1 hour, stirring occasionally. If needed, add water. Then add the potatoes, carrots, celery, green pepper, and mushrooms and simmer for 20 minutes more. Serve.
