Preheat the oven to 350°F.
Sprinkle salt and pepper over the chicken pieces. Brown the pieces in oil, remove the browned pieces and sauté the onion and shallots. Add flour to thicken and let it brown a bit. Add the wine, water, seasonings, and tomato paste. Put the chicken pieces back in the pot and bake until fully cooked. During cooking, sauté the mushrooms and add them towards the end of cooking.
