Sift the flour, cocoa, and baking soda together.
Cream the butter with the brown sugar, sugar, salt, and orange extract until the mixture is light and fluffy.

Gradually add the dry ingredients to the mixture, then add the chocolate chips.

Divide the dough and roll it into logs, about 1.5 inches (3.5 cm) in diameter, wrapped in plastic wrap.
Refrigerate for at least 3 hours.

Preheat the oven to 325 F (160 C) and line two baking sheets with silicone mats.

Cut the dough logs into 1/2 inch (1 cm) slices and place them on the prepared baking sheets.
Bake for 12 minutes. Let cool on the baking sheets for a few minutes before transferring to a cooling rack.
