1. Cut the green pepper in half, remove the stem and seeds. Cut into dice, cover with boiling water, then let stand for 2 minutes. Rinse and drain.
2. Put the potatoes, corn, onion, celery, green pepper, bouquet garni, and broth in a saucepan. Bring to a boil, cover, and simmer for 20 minutes, until tender.
3. Add the cream, salt, and pepper. Reduce half of the mixture to a puree, using a food processor, then return it to the saucepan and simmer for 10 minutes.
4. In a non-stick pan, fry the bacon for 3 minutes. Cut into small pieces, then add to the soup. Season to taste and serve hot.
