1. In a large pot, heat the oil. Add the onions and cook over low heat for 2 minutes.
2. Add the celery, garlic and potatoes. Cover and let the vegetables sweat for 5 minutes.
3. Add the broth and season with salt and pepper. Cover halfway and continue cooking for 30 minutes.
4. Remove the pot from the heat. Using an immersion blender, reduce the soup to a fine puree.
5. Add the cream and mix. Put back on the heat for 3 minutes to reheat.
6. Serve with parmesan shavings.
