1. Preheat the oven to 350°F.
2. Pour the cream and milk into a saucepan. Add the star anise flowers. Bring to a boil, remove from heat, and let infuse for 15 minutes. Remove the star anise.
3. In a bowl, whisk the egg yolks with the sugar for 4 minutes. Gradually pour the cream into the egg yolks and mix gently.
4. Pour the mixture through a strainer into ramekins.
5. Place the ramequins in a baking dish filled with water up to halfway.
6. Bake for 35 minutes.
7. Remove from the oven and let cool completely.
8. Refrigerate for at least 3 hours before serving.
9. Sprinkle with brown sugar and caramelize under the broiler. Serve immediately.
