1. In a wok over high heat, pour in 1 tbsp. of vegetable oil.
2. Cook the meat, stirring frequently, then remove and set aside. Drain excess fat from the pan.
3. Cook the onion in the same pan for 2 minutes, then add the cooked meat, carrots, green onions, and beets.
4. Season with salt, pepper, garlic powder, and soy sauce. Remove from heat, let cool.
5. Place a small amount of the mixture onto the pastry squares and fold into a triangle. Moisten the top edge with water.
6. Fry the rolls for 1-2 minutes, until golden brown on all sides. Drain. Serve immediately.
