Mix the dry ingredients in a bowl. Cut the butter with two knives or a pastry blender until it has a grainy texture. Make a well in the center of the dry ingredients and pour in the milk. Mix the dough quickly with a fork until it is just homogeneous.
Put the syrup and water in a large pot with a hermetic lid. Bring to a boil. Drop the dough, by spoonful, into the boiling syrup, spacing them well. Cover and simmer over medium heat, without ever lifting the lid, for 15 minutes.
Serve immediately.
