In a saucepan, bring the water and honey to a boil, stirring to dissolve the honey. Add the cinnamon sticks, cloves, cardamom seeds, and black pepper.
Let the mixture cool to room temperature and transfer it to a glass pitcher. Add the vanilla extract, milk, and tea bags, and stir.
Refrigerate overnight.

The next day, remove the tea bags.
When serving, add the rum. Add ice and stir well.
