1. In a large casserole with a thick bottom, heat 2 tbsp of oil and sauté the chopped onions and celery for 4 minutes. Remove from heat and set aside.
2. In the casserole, add the remaining oil and the lamb cubes. Cook over medium heat for 5 minutes, stirring occasionally.
3. Return the onions and celery to the casserole. Add the chopped garlic, tomatoes, wine, saffron, bay leaves, thyme, a pinch of salt, and pepper.
4. Cover the casserole and simmer for 40 minutes. Serve with steamed potatoes or jasmine rice.
