1. In a deep baking dish sprayed with vegetable oil spray, spread 1/3 of the macaroni, 1/2 of the onions, and the cheese. Repeat the layers, ending with macaroni.
2. Whip the milk, broth, flour, mustard, Worcestershire sauce, and pepper until smooth. Pour over the layers. Mix the breadcrumbs and margarine, then sprinkle over the top.
3. Bake uncovered at 375°F for 30 minutes until hot and bubbly.
