1. In a large pot, melt the butter. Add the parsley, garlic, and chili flakes and cook for 1 minute. Season with salt and pepper. Pour in the wine and let it reduce by half.
2. Chop the capers (set aside 4 for decoration).
3. Add the tomatoes, chopped capers, and oregano. Cover. Cook for 5 minutes over high heat, stirring occasionally.
4. Add the mussels and cook until all the mussels are open, about 6 minutes.
5. Serve in hot plates, decorated with capers.
