1. Peel and chop the onion and garlic.
2. Clean the celery and cut into thin sticks. Season the veal shank with salt and pepper; roll the pieces in the flour.
3. Preheat the oven to 180°C.
4. In a Dutch oven, melt the butter in the extra virgin olive oil; brown the veal shank pieces on all sides. Remove the meat and sauté the garlic, celery, and onion.
5. Put the veal shank in the Dutch oven; add the orange, broth, cider, and bouquet garni. Bring to a boil, cover, and bake for 1 hour.
6. Remove the Dutch oven from the oven. Add the apples to the Dutch oven; return to the oven for 30 minutes.
7. Remove from the oven and serve immediately.
