1. Peel the potatoes and cook them in boiling salted water.
2. In a saucepan, cook the garlic cloves in enough water to cover them for 10 minutes. Remove the liquid, add more water to cover them, bring to a boil, and cook for 10 minutes.
3. When the potatoes are cooked, drain them, reserving 3 tablespoons of the cooking water, and mash them with the cooking water. Add the garlic cloves and gently mix in 4 to 6 tablespoons of extra virgin olive oil and salt to taste.
4. With a wooden spoon, mix in the parsley and parmesan. Serve.
