1. Cook the onion and bell peppers in oil, over low heat, in a covered pot, for about 5 minutes, stirring occasionally, until they soften.
2. Add the garlic, then the red pepper and tomato paste. Add half of the broth and bring to a boil. Cover and simmer for 10 minutes.
3. Let cool slightly, then puree in a food processor or blender. Return to the pot, add the remaining broth, lime zest, and juice; season.
4. Bring to a boil, then serve immediately, garnished with a few strips of lime zest.
