1. In a thick-bottomed saucepan, melt the sugar with 1 tablespoon (0.18 fl oz) of water. When the sugar is liquid and starts to brown, remove from heat. Add the cream and concentrated milk, whisking. (Be careful, the mixture, when very hot, will rise.)
2. Transfer the caramel to a bowl, and refrigerate for at least 2 hours.
3. Rinse and dry the strawberries. Transfer to small cups, and drizzle with caramel.
