In a saucepan, put the sugar and orange juice and cook over medium heat, until you get an amber/orange caramel.
Divide the caramel into 8 ramekins and set aside.
Boil the milk with the orange zest.
Turn off the heat and cover. Let infuse for 30 minutes.
Using an electric mixer, mix the sweetened condensed milk and goat cheese until you get a homogeneous mixture.
Add the eggs and salt and mix well.
Add the milk that you previously filtered and mix well.
Divide the mixture into the ramekins and place them in a water bath, filled with hot water.
Bake for 45 to 55 minutes in a preheated oven at 350 F (180 C).
Serve chilled at room temperature.
